Right of Way Permitting Guidelines

City of Golden Ordinance No. 2157 provides specific regulations for all Right-of-Way permits issued. Here's what you need to know!

General ROW Permit Information

  • Construction Hours:  Monday – Friday, 7 a.m. – 7 p.m.
  • Contractors performing work in the City of Golden must be a registered contractor with the City and provide proof of
    insurance. Contractors with a "Franchise Agreement" are exempt.
  • Applicants are required to provide a Traffic Control Plan (TCP) per Manual on Uniform Traffic Control Devices (MUTCD) for any ROW occupancy (streets, sidewalks, trails, parking lanes, alleys, and bike lanes).
  • Permits are date specific. The City of Golden Permit Coordinator must be contacted to extend permit beyond expiration date.
  • No ROW occupancy is allowed on City of Golden recognized holidays.
  • "NO PARK" signs must be placed 24 hours in advance of occupancy with dates and times of parking area(s) to be occupied clearly reflected.
  • Permanent restoration is required within five (5) business days of project completion (weather dependent).
  • All projects that involve utility boring or that have an anticipated excavation footprint of greater than 2 feet in depth and a contiguous area of 1000 square feet or more are required to provide plans that meet or exceed ASCE Quality Level B.
  • Asphalt street cuts must be backfilled with flowable fill or properly compacted Class 6 Road Base.
  • Asphalt potholes must be backfilled with flowable fill topped with hot mix asphalt to match existing asphalt depth.
    • Maximum 12 inches of squeegee over any utility.
    • City of Golden utilities must be potholed for any directional boring projects.
  • No asphalt patching below 45 degrees Fahrenheit.
  • Concrete inspections must be coordinated with a Public Works Inspector at least one (1) business day prior to pour by calling (303) 384-8027.
  • Entire concrete stones must be replaced.
  • Permit fees have been calculated based on asphalt and concrete quantities provided by the applicant on the ROW application. Additional fees may be assessed after final inspection.
